Ficar ou voltar? Intenções de regresso entre portugueses qualificados emigrados a partir do ano 2000

Resumo É escassa a investigação sobre o regresso de emigrantes portugueses recentes. Neste artigo, apresentamos um estudo sobre intenções de regresso baseado numa amostra de 1100 emigrantes portugueses qualificados, respondentes a um inquérito online, realizado em 2017. O estudo apresenta contextos, protagonistas e o momento histórico em que as intenções são reveladas e os regressos podem acontecer. Analisam-se as intenções de regresso de acordo com variáveis explicativas como a idade, o país de residência, o tempo da imigração no país, entre outros fatores que, em Portugal e no destino, contribuem para explicar as intenções de regresso afirmadas pelos respondentes.

Abstract Resarch on the return of recent Portuguese emigrants is scarce. In this paper, we present a study on return intentions based on a sample of 1,100 high-skilled Portuguese emigrant residents abroad, who answered an online survey carried out in 2017. The study presents contexts, protagonists, and the historical moment in which the intentions are revealed and the returns may occur. The analysis is centered on the return intentions according to age, residence country, period of immigration in the reception country, and other factors that, both in Portugal and in the destination country, contribute to explain the intentions of return by respondents.

Efeitos do encarceramento feminino nas dinâmicas familiares

Resumo Este artigo analisa os efeitos do encarceramento feminino nas dinâmicas familiares a partir da perspectiva de mulheres privadas de liberdade. Para tanto, foram escrutinados os dados do inquérito aplicado a 170 mulheres privadas de liberdade no Complexo Penitenciário Estêvão Pinto (Belo Horizonte/Minas Gerais/Brasil) entre dezembro de 2017 e março de 2018. A partir das respostas das reclusas, apresentamos o lugar que elas ocupavam nas famílias de origem e as mudanças ocorridas nas suas antigas moradias, bem como nos seus relacionamentos afetivos e conjugais em decorrência da detenção. A pesquisa indicou que a reclusão feminina tende a afetar não só as reclusas, mas também aqueles com quem elas viviam antes do encarceramento.

Abstract This article analyzes the effects of female incarceration on family dynamics from the perspective of women deprived of liberty. The data from the survey carried out between December 2017 and March 2018 with 170 inmates at the Estêvão Pinto Penitentiary Complex (Belo Horizonte/Minas Gerais/Brazil) were scrutinized. Using the responses given by the detainees, we present the positions they occupied in their families of origin and the changes that occurred in their homes, as well as in their affective and marital relationships, as a result of their detention. This research indicates that female incarceration affects not only the detainee but also those with whom they lived before going to prison.

ITQ, política comum de pescas e as perceções dos stakeholders.

Abstract ITQs, Common Fisheries Policy, and stakeholders’ perceptions. Rights Based Management (RBM) schemes have already been experimented with in specific fisheries and locations. The lessons given by these experiences are fundamental to explore the feasibility of such tools and their social, economic, and environmental impacts. In this paper we analyze the possibility of introducing a more focused approach on RBM, in the form of Individual Transferable Quotas (ITQs) in the Common Fisheries Policy. Using Stakeholders Analysis, we analyze and report the different perceptions of the Portuguese stakeholders facing this situation. We conclude that the introduction of ITQs tends to increase market concentration in the sector, triggering serious social problems for locals.

Resumo O uso de instrumentos de mercado baseados na gestão de direitos de propriedade tem tido alguma expressão no sector das pescas. A avaliação dos impactos ambientais, económicos e sociais deste tipo de instrumentos revela-se essencial para avaliar a viabilidade da generalização destes métodos na Política Comum de Pescas (PCP) da União Europeia, sob a forma de Quotas Individuais Transferíveis (ITQ). A análise das perceções dos stakeholders portugueses, permite concluir que a provável monopolização do sector e as dificuldades acrescidas de ordem social nas zonas costeiras muito dependentes da pesca constituem, na ótica portuguesa, o principal óbice à generalização das ITQ.

Herrar é umano: insistir no herro também.

Resumo Este trabalho começa por debater o conceito de erro humano, o qual está longe de ser consensual. Posteriormente são apresentadas quatro perspetivas complementares sobre como podemos compreender este complexo fenómeno. O conteúdo do artigo está redigido numa perspetiva crítica em relação à visão convencional sobre o tema, em que o erro humano é considerado como o elemento indisciplinado da segurança nas organizações. É pertinente lembrar que o erro humano faz parte da própria condição humana e que ele é apenas um entre muitos outros fatores que podem contribuir para a ocorrência de falhas, incidentes e acidentes.

Abstract This work begins by debating the concept of human error, which is far from being consensual. Subsequently, four complementary perspectives on how we can understand this complex phenomenon are presented. The paper is written in a critical perspective in relation to the conventional view on the subject, in which human error is considered as the undisciplined element of safety in organizations. It is pertinent to remember that human error is part of the human condition itself and that it is just one among many other factors that can contribute to the occurrence of failures, incidents, and accidents.

Sindicatos da Polícia: contributo para um novo sistema de aferição da representatividade.

Resumo Com a transição democrática iniciada em Portugal em 1974, também a polícia procurou organizar-se em sindicatos. Mas esta aspiração só foi alcançada no início do século XXI, quando se abriu caminho à proliferação sindical, tendo-se atingido as 19 organizações em 2019. Este artigo mostra que a instrumentalização da forma legal pelos polícias levou ao desvirtuamento da natureza da ação sindical. Com base em entrevistas e na análise documental, conclui-se que o sistema de aferição de representatividade sindical deve implicar critérios objetivos e previsíveis para que haja condições mínimas (não suficientes) para o diálogo social.

Abstract With the democratic transition that began in Portugal in 1974 the police, too, sought to organize into unions. But this aspiration was achieved only at the beginning of the 21st century, when the path to union proliferation was opened, with 19 organizations having been reached in 2019. This article shows that the instrumentalization of the legal form by the police led to the distortion of the nature of union action. Based on interviews and document analysis, we conclude that the assessment system of union representativeness requires objective and predictable criteria to have minimum (not sufficient) conditions for social dialog.

O descrédito atribuído às entidades sindicais por jornalistas de São Paulo.

Resumo Num cenário de reestruturações produtivas no mundo do trabalho dos jornalistas no Brasil, este artigo pretende averiguar indicadores de engajamento sindical da categoria e analisar criticamente a desconfiança deste setor em relação a mecanismos de ação coletiva. Por meio de investigação empírica com comunicadores que atuavam no Estado de São Paulo entre dezembro de 2015 e janeiro de 2017, os resultados indicam uma acentuada crise de representatividade das entidades sindicais, desinteresse dos profissionais por quaisquer formas de manifestação coordenada e ajustamento pragmático às imposições das organizações de media. Argumenta-se que este quadro é influenciado por reconfigurações no movimento sindical brasileiro.

Abstract In a scenario of productive restructurings in the world of work of journalists in Brazil, this article seeks to ascertain indicators of union engagement in the category and critically analyze the distrust of this sector with the mechanisms of collective action. Through empirical research with communicators working in the State of São Paulo between December 2015 and January 2017, the results show an accentuated crisis of representativeness of union organizations, disinterest with any form of coordinated manifestation, and a pragmatic adjustment to the impositions of media organizations. It is argued that this situation is influenced by reconfigurations in the Brazilian union movement.

O tempo de antes, um tempo de reivindicações e conquistas (1953-1964): memória e identidade dos operários navais do Rio de Janeiro.

Resumo O artigo procura compreender os usos da memória por um grupo de antigos operários navais das cidades de Niterói e São Gonçalo, testemunhando sobre a repressão praticada pela ditadura civil-militar (1964-1985) na Comissão Estadual da Verdade do Rio de Janeiro (CEV-RJ). O tempo anterior à ditadura, lembrado como um tempo de reivindicações e conquistas, é saudado pelos depoentes como um período que transformou as lideranças sindicais numa vanguarda política. As recordações de uma idade de ouro, imaginárias ou não, permitem discutir a história desses trabalhadores do entorno da Baía de Guanabara na República liberal-democrática interrompida pelo golpe de 1964.

Abstract The article seeks to understand the uses of memory by a group of naval workers from the cities of Niterói and São Gonçalo, testifying about the repression practiced by the civil-military dictatorship (1964-1985), in the Comissão Estadual da Verdade do Rio de Janeiro (CEV-RJ). The time before the dictatorship, remembered as the time of claims and conquests, is hailed by our respondents as a period that turned union leadership into a political vanguard. Memories of a golden age, imaginary or not, make it possible to discuss the history of these workers around Guanabara Bay in the liberal-democratic republic interrupted by the 1964 coup.
