Liquid jobs and precarious workers. The Welfare State under pressure.

Abstract This article is inspired by one of Zygmund Bauman’s powerful metaphors, the concept of liquid, to interpret the present configuration of jobs and ongoing changes in individuals’ relationship with work. The later materialize in a time when welfare states’ role is going through a process of transformation itself. The sociological framework informing the article is anchored in a Southern European country, Portugal, with an idiosyncratic work and welfare state trajectory. It is argued that, in the liquid phase of our social reality, forms of inclusion into the labour market, such as the ones disseminated through public (active) employment policies, entrap individuals in unstable and insecure forms of employment.

Resumo Este artigo inspira-se numa das metáforas influentes de Zygmund Bauman, o conceito de líquido, para interpretar a atual configuração dos empregos e as mudanças na relação dos indivíduos com o trabalho. O texto centra-se em Portugal, um dos países da Europa do Sul em que o mercado de trabalho e o sistema de bem-estar apresentam uma trajetória idiossincrática. Uma das ideias centrais é a de que, na fase líquida da nossa realidade social, formas de inclusão no mercado de trabalho - disseminadas, designadamente, através de políticas públicas (ativas) de emprego - remetem os indivíduos para ocupações/empregos instáveis e inseguros.

(Briefly) living for politics: partisan independence and durability of the Portuguese governing elite.

Resumo Este artigo avalia a influência do perfil partidário na duração da elite governativa portuguesa entre 1995 e 2015. Para o efeito, através de uma análise de sobrevivência, foram considerados os ministros e secretários de Estado de sete governos. Conclui-se que, embora o perfil partidário não influencie a durabilidade dos ministros, os secretários de Estado independentes têm menor probabilidade de permanecer no cargo até ao final do mandato. Adicionalmente, o efeito do perfil partidário na sobrevivência dos secretários de Estado no governo é maior entre as mulheres, bem como entre os que têm 41-50 anos.

Abstract This article explores the influence of partisanship in the Portuguese governing elite’s durability from 1995 to 2015. Through a survival analysis, we studied the ministers and secretaries of State of seven governments. The main results suggest that partisanship is not relevant to explain the durability of ministers. Nevertheless, the independent Secretaries of State are less likely to remain on the office until the end of the mandate. Moreover, the effect of partisan independence on the durability of secretaries of States is larger amongst women and those aged between 41-50.

Climate change policies in Portugal: stances and networks of institutional actors.

Resumo Este artigo incide sobre as políticas para as alterações climáticas em Portugal, procurando compreender os posicionamentos institucionais e traçar os laços que se tecem entre instituições em matéria de influência sobre as políticas, fontes de informação científica, colaborações e aconselhamento. Tem por base um inquérito por questionário aos principais atores institucionais envolvidos. Este estudo conclui que há consenso entre os atores institucionais sobre as alterações climáticas e apoio a medidas de mitigação. A análise de redes revela a centralidade dos atores governamentais e algum fechamento dos setores em si próprios, funcionando tendencialmente em “silo”, registando-se assim uma fraca interação institucional no período analisado.

Abstract This article focuses on climate change policies in Portugal. It seeks to understand institutional stances about climate change and to draw the links between organisations on policy influences, sources of scientific information, collaborations and advice. It is based on a questionnaire survey of the main institutional actors. This study concludes that there is a consensus among institutional actors on climate change and support for mitigation measures. The network analysis shows the centrality of governmental actors and some closure of the sectors, which tend to function in “silos”, with weak institutional interactions in the period under analysis.

Anthropology and the sociocultural perspective of drug use.

Resumo O presente artigo consiste numa discussão acerca da forma como a Antropologia olha para o uso de drogas e os seus consumidores, traçando-se, de forma abreviada, uma genealogia da perspetiva sociocultural defendida por grande parte dos antropólogos que estudam o tema, por oposição a outras formas de encarar o fenómeno, mais próximas do determinismo farmacológico. Relevam-se os fundamentos e a postura crítica da Antropologia da Saúde e da Doença, defendendo-se que os princípios de desconstrução e de crítica à medicalização e à patologização podem e devem ser aplicados ao estudo das drogas.

Abstract This paper presents a discussion on how Anthropology looks at the use of drugs and the people who use them, tracing a short genealogy of the sociocultural perspective that a large part of the anthropologists who study the subject are affiliated with, as opposed to other forms of understanding the phenomenon, closer to pharmacological determinism. Medical Anthropology’s framework and critical stance are highlighted, arguing that deconstructionism and criticism of medicalization and pathologization can and should be applied to the study of drugs.

A black neighbourhood for Rio de Janeiro’s Olympic strategy - urban entrepreneurship, essentialism and socio-political conflicts in contemporary Brazil.

Resumo Durante o seu ciclo olímpico (2009-2016), num momento histórico em que governos e agentes privados de todo o mundo buscavam superar os efeitos de uma grave crise económica evidenciada justamente na relação entre capitais financeiros e a urbanização, a cidade do Rio de Janeiro recebeu avultados investimentos para políticas urbanas. O bairro Madureira, representado pelas suas tradições afro-brasileiras, foi um lugar privilegiado para esses investimentos e fundamental para a compreensão da eficácia de curto prazo desse projeto de cidade e dos seus conflitos e reviravoltas políticas decorrentes. O objetivo deste artigo é apresentar razões, ações e omissões para a implementação desse projeto de cidade, com as suas potencialidades, contradições e os seus efeitos imediatos.

Abstract During its Olympic cycle (2009-2016), at a historic moment in which governments and private agents around the world sought to overcome the effects of a serious economic crisis evidenced precisely in the relationship between financial capital and urbanization, the city of Rio de Janeiro received huge investments for urban policies. The Madureira neighbourhood, represented by its Afro-Brazilian traditions, was a privileged place for these investments and fundamental for understanding the short-term effectiveness of this city project and its resulting conflicts and political twists. The objective of this article is to present reasons, actions and omissions for the implementation of this city project, with its potentials, contradictions and its immediate effects.

The provocative hubbub: clumsy form of demand for consideration?

Resumo A experiência escolar é capital nas trajetórias dos jovens, capacitando-os desejavelmente para aceder aos mundos dos adultos. Nela, o relacionamento entre professor e aluno, nos seus múltiplos ajustamentos possíveis, ocupa um lugar de charneira. A redução da distância entre ambos é uma maneira de conservar a novidade que as novas gerações trazem. De dois casos empíricos ocorridos em aula, captados recentemente por entrevista e observação direta, sublinham- -se as habilidades provocadoras reveladas por alunos no (des)ajuste daquele relacionamento. Partindo de uma sociologia pragmatista, ressalta a incapacidade de o professor integrar nas aulas os efeitos subjacentes à imprevisibilidade de certas ações dos adolescentes.

Abstract The school experience is capital in the trajectories of young people, desirably enabling them to access the adult’s worlds. In it, the relationship between teacher and student, in its multiple possible adjustments, occupies a pivotal place. Reducing the distance between them is a way of preserving the novelty that the new generations bring. From two empirical cases that occurred in class, recently captured by interview and direct observation, the provocative abilities revealed by students in the (de)adjustment of that relationship are highlighted. Starting from a pragmatist sociology, it highlights the inability of the teacher to integrate in class the effects underlying the unpredictability of certain actions of adolescents.

Incorporated inequalities: resonances between neurosciences and social sciences.

Resumo O artigo propõe uma interpretação de resultados de pesquisa em neurociência à luz de teorias sociais. Trata-se de sublinhar convergências conceptuais e práticas entre estes dois ramos da ciência, referentes ao desenvolvimento social, afetivo e biológico do ser humano. Realizou-se, para isso, uma pesquisa bibliográfica numa revista neurocientífica de alto fator de impacto e acesso livre, com o fito de reunir artigos sobre implicações neuronais das experiências sociais. Os trabalhos selecionados foram apreciados a partir de modelos interpretativos socioantropológicos, especialmente da sociologia disposicional. Os resultados apontam para continuidades entre o que se passa dentro e fora das fronteiras da pele e para a necessidade de cooperação mais enfática entre ciências naturais e sociais.

Abstract The article proposes an interpretation of research results in neuroscience in the light of social theories. It is about emphasizing conceptual and practical convergences between these two branches of science, referring to the social, affective and biological development of the human being. For this, a bibliographic research was carried out in a neuroscientific journal with a high impact factor and free access, with the aim of gathering articles on neuronal implications of social experiences. The selected works were appreciated from socio-anthropological interpretative models, especially from dispositional sociology. The results point to continuities between what happens inside and outside the borders of the skin. More emphatic cooperation between natural and social sciences is also suggested.
