The Royal Chancellery at the end of the Portuguese Middle Ages: diplomacy and political society (1970-2005)

The aim of this text is to review the research undertaken in Portugal on the question of the medieval royal chancellery and diplomacy and their relationship with the study of royal bureaucracy. In this sense, we characterize the lines of development that are to be noted in the research undertaken into political societies and royal power based on the records of the royal chancellery in the last thirty years. Initially, we focus our attention on the relationship established between the royal chancellery and diplomacy and later we highlight the main themes and problems studied under the scope of the social history of institutions. Finally, we refer to the use of prosopography as a method applied to the study of medieval Portuguese elites.

O objectivo deste texto é o de proceder a um balanço da investigação desenvolvida em Portugal sobre Chancelaria e Diplomática régias medievais na sua relação com o estudo da burocracia régia. Neste sentido, efectuamos a caracterização das linhas de desenvolvimento das pesquisas realizadas sobre sociedades políticas e poder régio a partir dos registos da chancelaria régia nos últimos trinta anos. Centramo-nos, inicialmente, na relação estabelecida entre Chancelaria e Diplomática régias e, posteriormente, realçamos os principais temas e problemas estudados no âmbito da história social das instituições. Por fim, referimo-nos à utilização da prosopografia como método aplicado ao estudo das elites políticas medievais portuguesas.

**The center and the periphery in the administration of the Royal Exchequer of the Estado da Índia (1517-1640)**

This study focuses upon the financial governance mechanism set up in the Portuguese Estado da Índia, which is examined from both a structural and dynamic perspective over the period from 1517 to 1640. It seeks to provide a general outline of the peripheral extensions of this system-taking the form of a network of feitorias (trading posts) and recebedorias (tax collection offices)-as well as the successive configurations of the central institutions located in Goa. Since it is clear that this mechanism served to guarantee the material and financial flows necessary to sustain the political and commercial projects of the Portuguese monarchy in Asia, the aim of the study is to assess the constraints placed upon the relationship between the center and the periphery and to consider the challenges faced by central institutions in controlling the tax revenue of the Estado da Índia.

O presente estudo toma por objecto o dispositivo de governo financeiro que se constituiu no Estado da Índia, numa perspectiva estrutural mas também dinâmica, ao longo do período compreendido entre 1517 e 1640. Procura-se caracterizar, nos seus traços gerais, as suas extensões periféricas - materializada numa rede de feitorias e recebedorias - bem como as sucessivas configurações orgânicas que conheceram as instituições centrais sedeadas em Goa. Sendo certo que era por este dispositivo que circulavam os fluxos materiais e financeiros que sustentavam os projectos políticos e comerciais da monarquia portuguesa na Ásia, trata-se aqui de avaliar os constrangimentos que impendiam sobre a articulação entre o centro e a periferia e avaliar os desafios levantados às instituições centrais para controlar as receitas fiscais do Estado da Índia.

Portuguese Contraband and the Closure of the Iberian Markets, 1621-1640. The Economic Roots of an Anti-Habsburg Feeling.

This article explores the extent of the trade in contraband goods apprehended in the ports of Portugal between 1621 and 1640. Such illegal activity is seen as the response of local authorities and traders seeking to neutralize the damage that they suffered due to the lack of legal trade, arising in part from Philip IVs foreign policy. The paper also includes some evidence that shows how the erosion of the Portuguese economy became a key element in arousing the anti-Spanish feeling that ultimately led to the 1640 rebellion.

Este artigo pretende estudar a dimensão e o impacto do contrabando apreendido nos portos portugueses entre 1621 e 1640, numa perspectiva económica e política. Esta actividade ilegal era vista como uma resposta das autoridades locais e dos comerciantes que procuravam neutralizar os prejuízos recebidos pela diminuição da actividade comercial regular prejudicada pela política externa de Filipe IV. Considera-se ainda a importância da situação económica Portuguesa como elemento explicativo essencial para a consolidação do sentimento anti-Espanhol que conduziria ao 1 de Dezembro de 1640.

Azorean emigration in the context of social change: some notes from the press in São Miguel (1920-1950)

Changes in the volume of Azorean emigration between 1920 and 1950 transformed the demographic pattern of the archipelago, introducing significant socioeconomic adjustments into its new demographic configuration. However, it seems safe to argue that on the whole, unlike later periods, this was not a period of significant change in the contents of the newspaper articles that were written on the subject, even if some conflicting opinions were occasionally produced.

A alteração verificada na intensidade da emigração açoriana nos anos compreendidos entre 1920 e 1950 teve consequências na configuração demográfica do arquipélago, na sua economia e sociedade. Parece-nos razoável afirmar que este período, contrariamente a outros posteriores, não constituiu um tempo de grandes mudanças no que respeita ao conteúdo das peças jornalísticas que foram sendo elaboradas em torno desta problemática, ainda que, pontualmente, se fizessem notar algumas opiniões diferentes sobre o mesmo assunto.
