Abstract

This research work's core objective is to seek to understand and identify the causes that enhance successive failures and errors verified at the level of management processes and evaluation decision of the public investment projects, which lead to significant deviations from the estimates in economic studies and propose solutions that prevent the same errors occur in the future. For this purpose, an explanatory single case study, supported in four international benchmarks of good practices in public investment projects analysis was chosen. The results show that the factors that explain the reduced project performance are the adoption of non-validated assumptions, the absence of an analysis of risk and insufficient qualification of the project analysis team. As for solutions, one comes up with the urgent need for an entity that is able to previously assess and validate the goodness, the quality and the effective investment return for society.
