A few years now, mathematics teaching and learning are subject to an intensive process of innovation and restructuring, not only in terms of content and goals, but also, and especially, in terms of the strategies to implement the teaching of these same contents. On the other hand, the current situation highlights the importance that technological artefacts provide in defining these strategies. In this context, came the idea of developing a platform called WEBMAT - manipulatives, which will consist of a tool where users design their work proposals in the area of mathematics based on manipulatives (eg, logic blocks, cuisenaire rods, geometric blocks). The platform will have as target, teachers and students from kindergarten and 1st cycle. The results obtained by applying a questionnaire survey reinforce the importance of involving the user in the early stages of requirements definition.
