This article seeks to trace the genealogy of the debate on State-building and state viability in Timor-Leste from the first project for Independence in the seventies, through the Indonesian invasion and the United Nations international administration (1999-2002), until the assumption of full sovereignty and the challenges and difficulties felt thereafter. This debate reflects both regional and international political tensions, and should be understood within the specific historical contexts in which it occurred. In addition to the definition of the conceptual framework applied to this case-study, the positions of the main players (States and International Organizations) and their motivations will be analyzed and discussed.
