After 30 years of European integration it is important to assess the impact of the Structural Funds on Portuguese society and economy. Our argument is that the Cohesion Funds contributed only to a superficial Europeanization of the political system, society and economy. Despite of the fact that Portuguese diplomacy was very successful in achieving the same financial ceiling in the regular intergovernmental negotiations of cohesion funds, one cannot deny the fact that the political-administrative structure did not allow a very substantial change in behaviour in the way these Structural Funds were implemented, thus preventing a structural transformation of the economy and society.
