The Operational Programme for the Promotion of Education (OPRE) is a programme of distributive justice of political and social singularity in Portugal, presenting itself as an instrument to combat the accumulated effects of discrimination and racism over more than five centuries of presence of the romani population in lusitanian territory. The general objective of this article is to problematise the first public affirmative action policy aimed at the permanence of romani students in portuguese higher education - the Operational Programme for the Promotion of Education (OPRE). For this purpose, qualitative research was used, with emphasis on an interpretative approach, where it proposes to express the phenomenon studied, giving more freedom and new possibilities for the researcher to understand reality. Finally, it is considered that through the implementation of affirmative action public policies, especially in education, a country promotes processes of democratization of access to public goods, as well as the redistribution of opportunities for a dignified life for all citizens.
