The Author reviews the debate on the main precepts relating to the Autonomy of the Azores and Madeira in a plenary session of the Constituent Assembly. The starting point was the project prepared by the Commission mandated for this purpose. The interventions made during the debate in general pointed to a quick and peaceful consensus on the matter, until substantive objections on the part of the PCP emerged. This Party presented numerous proposals for amendments during the phase of the debate on the specialty, whose discussion resulted in the compression of the powers initially envisaged as the content of Insular Autonomy. This gave rise to the "Autonomic Litigation", firmly maintained by the democratic self-government bodies of both Autonomous Regions and only finally resolved with the constitutional revision of 2004.
