Abstract

The article aims to identify explanatory dimensions of the innovation process in high-performance service sector organizations in Brazil and Portugal. This study focuses on 5 Brazilian organizations, evaluated using the Federal Government Quality Program (Gespública), and 16 Portuguese organizations, 11 of which are assessed in accordance with the Integrated System of Performance Assessment (SIADAP), the other 5 via the Deloitte Innovation Prize. The methodology involved document analysis besides individual and group interviews. The results indicate the presence of two dimensions: the first refers to variables that promote innovation, while the second includes the innovation reactors. Twenty-four management practices were identified in organizations studied and their respective frequencies, encompassing methodologies and techniques towards guidance for innovation. The highest score was for a Brazilian organization, applying 75% of the practices described. An organization evaluated by Deloitte methodology was second, with 71% of practices. The highest score of an organization assessed by SIADAP was 58%, ranking seventh place overall.
