The intention here is to analyze the process of national integration in Brazil since 1950 seeking the path of state planning - in phases and post-authoritarian democratization (neoliberal) - changes in legitimizing the political development discourse, and understanding, as they were being built to give legitimacy to regional development policies and how they were necessary at a given moment and in another, "unnecessary". Thus, the ideas of the Brazilian regional context is crafted from the socioeconomic context in which it operates: the actions of economic agents and minimal interference from the neoliberal state resulted in the concentration of wealth, spatial selectivity and expanded production of poverty.
