The new administration’s prospects for improving inter-American cooperation will be limited by Latin America’s own profound problems: the pandemic itself, which has affected Latin America more harshly than any other region; a 9% regional drop in GDP; and radically diminished trust in most countries of governments, political parties, politicians, experts and elites. As Chairman of the Senate Foreign Relations Committee, and Vice-President, Joe Biden will enter the White House with more experience in and knowledge of Latin America than most previous US presidents. Despite this personal background, the Biden administration cannot credibly rescue Latin America nor propose a major new program to rebuild US-Latin American relations.
