This policy brief discusses the role of the housing system and policies vis-à-vis the issue of natality and current demographic challenges in Portugal (low rates of fecundity and population ageing). First, we identify the relations between access to housing, housing prices, stability of tenure, tenure typologies and natality. Second, we summarise the role of the Portuguese housing system and policies - the prevalence of homeownership, the role of familiar and informal networks, the liberalisation of the rental market, the large stock of empty housing - in constituting existing problems. Finally, we set out some recommendations toward the constitution of a universal housing policy as a way to mitigate contemporary demographic challenges in Portugal.
