The purpose of this article is to discuss some aspects of two models of public policies addressing young people from disadvantaged social classes, based on the ethnographic studies of cultural practices of collectives from Lisbon (Portugal) and São Paulo (Brazil) outskirts which are beneficiaries, respectively, of the public programs “Choices” (“Programa Escolhas,” PE) and “Valorization of Cultural Initiatives” (“Valorização de Iniciativas Culturais,” VAI). By making a reconstitution of some of the experiences of our interlocutors in their negotiation with public authority, we want to analyze aspects of the impact of these politics on the promotion of the associative capacity of “peripheral” youth, as well as to understand the influence they have on their subjectivities and life trajectories. In particular, we question the limits of “cultural economy” as a means to overcome segregation and stigmatization processes, namely when linked to political conceptions that narrow the participation of youngsters to the execution of projects and to a search for solutions to the so-called “social issues.”
