Brazilian environment has seen the production of institutional innovations at the local level, particularly emphasizing the creation of institutionalized channels of participation and democratization of the relationship between state and society. This article aims to present an overview of participatory institutions devoted to the planning and management of cities, analyzing their main features and its new legal references. Pertinent literature to the theme was reviewed and it resorts to secondary data from the Instituto Brasileiro de Geografia e Estatística (IBGE). This work examines the notion of citizen participation and its dimensions, along with the discussion on participatory institutions and focuses on the analysis of urban policy councils and participatory processes in the master plans. Finally, some considerations are made about the potential democratization of relations between state and society in the field of urban policies.
