Esta tripla crise - sanitária, económica e social - não deixará nada nem ninguém indiferente. A reflexão aqui apresentada debruça-se sobre as difíceis e até incompreensíveis relações entre um nível de comando de escala nacional e os níveis operacionais intermunicipais e locais, encarregados de fazer a sua tradução territorial. O reconhecimento da invisibilidade das entidades supramunicipais quer pela administração central, quer pelos próprios eleitos locais pode legitimar a interrogação: A quem interessa o seu apagamento? Essa desvalorização no contexto da Área Metropolitana de Lisboa (AML) tem sido indutora de riscos adicionais no presente e com potenciais consequências no futuro, ao serem aplicadas as orientações gerais emanadas pelas autoridades de saúde e de proteção civil a partir da visão diferenciada dos seus 18 municípios e centenas de outras entidades públicas, privadas e associativas. Esta reflexão conclui com a ideia de que se neste momento de reconstrução de um novo imaginário urbano e metropolitano não se conseguir avançar de modo significativo na sua governança, autonomia e legitimidade política, então é provável que tenhamos de assistir à lenta agonia de uma estrutura condenada apenas a protagonismos avulsos e interesseiros quer vindos do nível nacional quer vindos da escala local.

This triple crisis - sanitary, economic and social - will leave nothing and nobody indifferent. The reflection presented here focuses on the difficult and even incomprehensible relations between a national level of command and the intermunicipal and local operational levels responsible for its territorial translation. The recognition of the invisibility of the supramunicipal level by both the central administration and the local elected representatives themselves may legitimize the question: Who cares about their erasure? This devaluation in the context of the Lisbon Metropolitan Area has induced additional risks in the present and with potential consequences in the future, by applying the general guidelines issued by the health and civil protection authorities according to the differentiated views of their 18 municipalities and hundreds of other public, private and associative entities. This reflection concludes with the idea that if at this time of reconstruction of a new urban and metropolitan imaginary it is not possible to make significant progress in its governance, autonomy and political legitimacy, then we are likely to witness the slow agony of a structure condemned only to single protagonists and interest groups from both the national and local levels.
