This study analyzes official education policies in Brazil and Santa Catarina from the 1930’s until today and their impacts on access to elementary and high school education. We sought to characterize our teaching systems as selective from 1930 to 1945, when access to schooling was extremely restricted. From 1946 - 1969, we classified them as differentiated, when the principal of equal opportunity was understood in terms of selection and differentiation. From 1970 -1987, we see them as regulated, when ideological control and preparation for work were priorities. Since 1988, a meritocratic policy has been emphasized, as Brazilians have effectively conquered the right to education. To try to understand the principal consequences of these legal guidelines on the changes in the access to school, we examine some rates of school participation, particularly in Santa Catarina.
