^lpt^aNa presente conjuntura portuguesa, é provável que a vertente «diálogo social» seja sacrificada às exigências da competitividade e que o Estado dê primazia à satisfação dessas exigências. Como também aos objectivos da estabilidade monetária e financeira relativamente aos objectivos do crescimento e da redução do desemprego. E isto em resultado do condicionamento do poder político pelos interesses económicos dominantes no País que, por sua vez, reflectem interesses dominantes nas instâncias internacionais de regulação. Todavia, é possível uma crescente valorização dos recursos humanos nacionais no contexto internacional. Hipótese que requer também crescente capacidade do Estado para, directa e indirectamente, contribuir para essa valorização seguindo apropriada estratégia de reformas.^len^aIn light of the current economic situation in Portugal, it is likely that “social dialogue” will be sacrificed so as to meet the demands of competitiveness which the State will make its priority. Equally, the objectives for monetary and financial stability will predominate over those for growth and the reduction of unemployment. And this is a result of the constraints imposed on political power by the leading economic interests in Portugal which, in turn, reflect those of the predominant international regulation agencies. Nevertheless, a growing valorization of national human resources is possible within the international context. But this means that the State would also need an increasing capacity to contribute, directly and indirectly, to this valorization by following an appropriate reform strategy.
