^lpt^aNo contexto do ressurgimento da Rússia sob a liderança de Putin, a contestação recorrente da legitimidade da NATO passou do nível retórico para uma maior capacidade de oposição. Os contornos do novo Conceito Estratégico da Aliança Atlântica, delineado por um grupo de peritos, e as novas doutrinas russas para a sua acção externa, aprovadas nos últimos dois anos, não apontam para convergências políticas. A cimeira da NATO de Lisboa de Novembro de 2010 deverá acomodar um certo equilíbrio entre os seus problemas de legitimidade aos olhos do Kremlin, cristalizados na Europa, e as necessidades de cooperar com o gigante russo no ambiente estratégico global.^len^aSince the resurgence of Russia under Putin’s leadership the recurring contestation of NATO’s legitimacy has evolved from the rhetoric level to a greater oppositional capacity. The features of the New Strategic Concept of the Atlantic Alliance, being outlined by a group of experts, and the new Russian doctrines guiding its external actions that have been approved in the last two years, do not indicate political convergences. The forthcoming NATO Lisbon summit of November 2010 will have to manage a balance between its legitimacy issues towards the Kremlin that have crystallized in Europe, and the need to cooperate with the Russian giant in the global strategic environment.
