^lpt^aO principal foco deste trabalho prende-se com a ação diplomática de José Relvas em Madrid, face à necessidade de conduzir as negociações do Tratado de Comércio e Navegação entre os dois países ibéricos. Assinado em 1893 com a duração de vinte anos, este convénio seria denunciado em 1913 caso ambos os governos não estipulassem novos termos de renovação. A instabilidade das relações políticas consequente das incursões monárquicas orquestradas a partir da Espanha, assim como a antipatia que determinados setores políticos espanhóis manifestavam perante o Governo republicano português, dificultaram um entendimento favorável à cooperação económica na Península. José Relvas, enquanto ministro plenipotenciário, ocupou uma posição de destaque nas conversações entre ambos os países, sendo essa ação que este trabalho procura sublinhar.^len^aThe main focus of this paper lies on the diplomatic action of José Relvas in Madrid, in view of the need to lead the negotiations of the Treaty of Commerce and Navigation between the two Iberian countries. Signed in 1893 with the term of twenty years, this trade agreement would be denounced in 1913 if both governments did not agree under the terms of renewal. The political instability resulting from monarchic incursions organized from Spain as well as the lack of sympathy that some Spanish political sectors showed by the Portuguese republican government, made it difficult a positive understanding for the economic agreement in the peninsula. José Relvas as plenipotentiary minister occupied a prominent position in the conversations between both countries, being his action what this paper seeks to underline.
