The debate on the theme of Ger- man domination or “hegemony” in the European Union has proliferated in the last decade, following the successive crises that plagued it, namely the Euro crisis, the Ukraine crisis, and the Refugee crisis. This literature mentions not only the existence of such a domain but focuses on characterizing some of the aspects of its functioning, whether its non-military nature, or its “civil/normative” or “geoeconomic” character of this predominance. The aim of this article is to “take a step back” and reflect on how to classify the nature of Germany’s power in these crises and therefore within the European Union as a whole; namely to reflect on its classification by various authors as the hegemonic power of Europe.
