This paper analyses the changes that have affected the intervention of the Portuguese Welfare State with respect to unemployment in the last fifteen years. It also identifies the specific impacts of the economic and financial crisis on the reconfiguration of passive and active labour market policies. The article reviews relevant literature in social and employment policy, and resorts to an up-to-date analysis of Portuguese labour market legislation and interviews with key informers. The analysis shows that there has been an increase in elements of conditionality within unemployment benefits schemes along with a disinvestment in activation, contributing to a less efficient (re)insertion of individuals into the labour market.
