The private bodies performing public duties have been gaining terrain in the field of social functions, becoming reliable mechanisms in performing social duties. The new needs, consequence of the social and economic crisis which Portugal is familiar to, torment nowadays democratic stability and disturb the effectiveness of the protection of social rights. Therefore, following these winds of change, the Portuguese Administrative Law assigns a special role to those private bodies as charities, defining new and more intimate models for administrative relations between these entities and the Administration, tightening a welfare-directed triangular bond. The goal of this article is to offer a constitutional and legal point of view of this issue, following the ongoing State reform.
