At the moment it represents one of the general principles of all the ordering, once it is applicable in the most varied areas of Law. Its function of protecting the citizen from eventual administrative activity of an unfair and incoherent character is what structures its normative force, malleable to the diverse legal-administrative situations. It is also associated with other values such as the protection of legitimate expectations and legal certainty, in order to provide ample protection to the trust of individuals, as well as to the stability of legal relations. The extension, as well as the relativization of its content will be objects of treatment in the present work.
