^lpt^aDa segunda metade do século XVII aos inícios do século XIX, novas necessidades governativas, reformas institucionais e educacionais e mudanças culturais alteraram o paradigma de funcionamento do Estado. No contexto da Restauração, a monarquia jurisdicional foi reforçada através de reformas institucionais, ao mesmo tempo que surgiam os primeiros secretários de Estado. A partir de meados do século XVIII, a centralidade dos secretários de Estado e das suas secretarias foi crescendo. Devido a essa centralidade, acompanhada de todo um novo enquadramento social e cultural, reforçou-se uma forma alternativa de entender o poder e o seu funcionamento, que se estendeu a outras instituições da administração central e local. Neste ensaio, procuraremos analisar o papel que os empregados de secretaria tiveram na inspiração, efetivação e divulgação dessas mudanças na transição para o que se entende como a administração moderna do Estado^len^aFrom the end of the 17^th century to the beginning of the 20^th century, the paradigm that ruled the functioning of the State changed. New government needs, institutional and educational reforms and cultural influences, all contributed to that change. In the context of the reinforcement of the Portuguese jurisdictional monarchy with the “Restauration” in 1640, the new posts of Secretaries of State were created. From the middle of the 18^th century on, their importance, as well as that of their secretariats, increased, as the country changed socially and culturally. This new context reinforced a new perception on power that was adopted in central and local government. This essay will focus on the office employees’ role in inspiring, turning effective and making those changes known in the transition to what is commonly named the modern administration of the State.
