The building of liberal peripheral administrative apparatus, which had the first stage on the Mouzinho da Silveira administrative reform enacted in 1832, provoked a protest movement by the municipal councils across the country. In this article the author analyzes the crucial role played by the Lisbon City Council in that challenge, starting a conflict with the Government in order to try to restore the Council in its traditional powers, amended by the 1832 legislation.
