Between 1481-1640, the Portuguese Crown took a reactive and proactive normative position in terms of naval management. The realization of their imperial projects depended on private initiatives. Attracting these individuals for an unappealing activity, due to the related naval losses, was done through their promotion and incentive, with exemptions and privileges. This activity gained strength in the face of a reality of avoiding recruitment and lack of qualified labour. These individuals knew how to take advantage of dependency, by negotiating and pressuring royal power to feed their personal interests.
