Abstract

The development of cities after the Industrial Revolution was marked by processes of differentiation and segregation, in which the precarious access to housing imposed on the poor segments of the population is one of the most visible aspects. Because of that, the State established housing policies to minimize the effects of segregation. This article analyzes the role of Brazilian municipalities as agents of State intervention in the housing issue, focusing on the actions implemented by the municipal government of Campos dos Goytacazes. Results show that housing policies alone are insufficient to reverse socio-spatial segregation when the delivery of housing units is not followed up by other public policies aimed at incorporating their dwellers in the urban economy.
