The idea of ensuring the ownership of development policies by beneficiary countries was recognised as one of the cornerstone principles of the Paris Declaration on Aid Effectiveness. However, the implementation and evaluation of the principle of ownership sparked questions and debates regarding the possibility of distinguishing between actual ownership and virtual ownership. The difference between the two lies in the political dimension of aid effectiveness, which has been absent from the international agenda. This paper provides an overview of the existing debates with the aim of identifying the essential cleavages regarding the concept of ownership, its disadvantages and opportunities, as well as reflecting on the validity of the concept as operationalised by the Paris process.
