Abstract

This article proposes articulating work and social movements, based on analyses of organized civil society representatives in the Cities Council (ConCidades), a collegiate body of the Brazilian government. This Council is deliberative and consultative in nature, integrates the structure of the Ministry of Cities, and is responsible for formulating, implementing, and monitoring the National Politics of Urban Development (PNDU). Online surveys were applied to counselors and individual interviews were conducted with experts in the fields of work and social movements, from December 2013 to October 2014. Results indicate a naturalized conception of the work agenda and its operationalization in terms of public policies to citizenship, such as housing and urban mobility.
