Abstract

Due to increasing inequalities provoked by the world economy, locally based development initiatives in the field of culture and creativity have emerged all over the world in order to respond to destructive effects of the capitalist system. This paper addresses the case of Bilbao, which is one of the most cited examples of culture and creativity oriented development. The paper is organized as follows. First, we introduce the theoretical debate about culture and urban revitalization. Second, we address the main milestones of the process of urban renewal in the city of Bilbao, namely what is called “the Guggenheim Effect”. Third, we analyze the point of view of the stakeholders and citizens regarding the Bilbao reconversion. Fourth, we analyze what appears to be the impasse of the Bilbao model of urban revitalization
