Abstract

The Port of Santos has been undergoing continuous expansion of its activities. The article aims to analyse globally the contexts related to the policy and actions of maritime and coastal protection against oil spills, as a contribution to the proposal of an integrated risk management tool for oil spills in the coastal zone related to port activities. The methodology includes a bibliographic review and synthesis of the current state of knowledge, inventory of port activities, quantitative and qualitative methods of risk assessment, identification of factors that determine it, evaluation of its paradigms (Danger-Exposure-Vulnerability) and risk quantification. The study permitted the characterization of the temporal evolution and the spatial distribution of accidents involving oil spills, to identify critical success factors on a risk management tool for oil spills and to evaluate the risk of these kinds of spillage in the coastal zone of Port of Santos/SP.
