Abstract

Housing is today a well-known theme in the Portuguese political and media agenda, and in the coming years a strong public investment in this sector is expected, within the scope of the Recovery and Resilience Plan (2021-2026), designed to mitigate the economic and social impact of the COVID-19 pandemic. The public programs that support them include the “1.º Direito” - Housing Access Support Program, focused on situations of greater housing precariousness and vulnerability. The Local Housing Strategies (LHS), developed by each municipality, play a central role, identifying the situations of need and the housing solutions to implement. From a qualitative approach - supported by the strategic documents to which we had access and through semi-structured interviews to different coordinators responsible for their elaboration - and in light of the “public policies field” - developed by Bourdieu -, we analyse the reality of twelve municipalities in the mainland Portugal, sketching a general portrait of the first generation of LHS. The restitution of part of the elaboration and operationalisation processes of these instruments aims to contribute to a more inclusive practice, committed to the right to housing.
