Since long that politicians have recognized the benefits of the Forest. But despite the recognition of its huge importance, the Portuguese forest has never been given full consideration as an effective national priority, despite the substantial allocation of public resources over the past years. While there is since 1998, a European strategy for the Forests, there is not a formalised Common European forest policy. Forest policy remains essentially a concern at the Member State level, framed by the developments in the Common Agricultural Policy and one or another disjoint European initiative. However, the European Union has been contributing and influencing policy-making, through common policies based on the principle of subsidiarity and the concept of shared responsibility. Therefore, the sustainable management of Forests has been basically based on Member States' policy coordination with European Community policies and initiatives. These have given rise to different support schemes under the various Community Support Frameworks, from which Portugal has benefited. This paper describes the main programs in support of Forest investments and the major legislation over the last decade, framing its genesis and motivation, and alluding to the national and international context in which they were pursued.
