The quality of Portuguese health system response from the perspective of the citizen, is still far from achieving a reasonable level of satisfaction, contributing for that a poor safety culture in the Portuguese health services and particularly in primary care where this issue has not been, to date, included in the priorities of those who organizes and provides this type of care. This article presents a review of the literature on the subject of safety culture in healthcare organizations, basing the relevance of its implementation in primary care.
