On June 15, 2015, the decree-law no. 103/2015 was published in order to establish the rules and to simplify the administrative procedures related to the national market position of fertilizers. This legislation also aimed to contribute to the consolidation of fertilizers legislation, bringing these matters together in a single diploma. The previous registration of a fertilizer in the national registration system of non-harmonized fertilizer materials, before being placed on the national market, is now mandatory, and the Direção Geral de Atividades Económicas (DGAE) is the competent authority for such registration. Non-harmonized fertilizers must be submitted to effectiveness trials in order to show their safety, agronomic effectiveness and suitability for national soils, whenever a request for the registration  of a new type of fertilizer on the Annex 1 of the above referred Decree-Law is involved or whenever they are included within the group 5 (Organic fertilizers of the Annex I). The  Instituto Nacional de Investigação Agrária e Veterinária, I.P. (INIAV) is the competent entity responsible for the analysis of the results of these trials and the emission of a declaration attesting the security and the effectiveness of the fertilizer concerning the growth and the development of the plants and its adequacy to the national soils. The guidelines on the methodology to be followed in these trials are available at INIAV website.
