To increase agricultural productivity and ensure food security in Europe, devastated by 2nd GM, the CAP was created in 1962. After successive programs and reforms, innovation-oriented objectives, for Social Innovation, environmental sustainability and the use of digital platforms are part of the set of measures that guide the Europe 2020 strategy and the 2021-2017 CAP as guidelines focus on the resilience and competitiveness of the territories. In this sense, rural development is an essential instrument for achieving the goal of European territorial cohesion and social innovation, by the merits that are recognized, can be a strong ally. This way, the purpose of the article is to list a set of programs and policies and rural development that have been carried out over the years, with a view to solving the social challenges that as rural areas contain in them, as well as to understand how social innovation an ally in can be responding to these challenges. In addition, the challenges of the digital transition associated with social innovation in rural areas and the creation of Smart Villages as possible instruments of social transformation will be focused.
