The aim of this work is to analyse from a comparative perspective the institutional guidelines established in the education systems of Spain and Brazil, in the context of New Public Management and transitions to new management paradigms (Post-NPM). The modern public administration over the past decades has sought to implement increasingly rationalistic strategies for organizing management processes in a world subject to global market trends. Our research is based on a comparative approach for the analysis of managerial criteria (NGP and Post-NGP) used in the educational systems of the two countries. This comparison will allow us to verify the divergences and similarities between political and administrative structures that appear different a priori, but in actual fact have begun to share educational and training trajectories owing to the globalization and standardization of general procedures.
