Abstract

DIAS, Ricardo Cunha  and  SEIXAS, Paulo Castro. Intermunicipal cooperation and governance capacity: a conceptual review. Sociologia [online]. 2021, vol.42, pp.61-82.  Epub Mar 08, 2022. ISSN 0872-3419.  https://doi.org/10.21747/08723419/soc42a4.

Intermunicipal cooperation and multilevel governance are inseparable concepts in current European Union (EU) policy. However, these concepts have been maintained in different theoretical bodies. In this context, this paper reviews these concepts, aiming to identify the factors that explain the instruments of intermunicipal cooperation in the EU, and how its governance capacity can be problematized in a multilevel logic. The text concludes by warning about the Europeanization of these instruments, a factor that the literature has left in the background.

Keywords : Intermunicipal Cooperation; Multilevel Governance; Europeanization..
