When the revolution of April 25 occurred in 1974, the “housing problem” was one of the main social issues at the time in Portugal. The purpose of this article is to analyze the social housing policies promulgated in Portugal since April 1974. The study focuses on social housing legislation, aiming to understand the evolution of the «right to housing» in the Portuguese democracy. The methodology adopted is based on the critical interpretation of the legislation and the housing programs created, as well as the analysis of studies about the theoretical and practical results of the housing policies addressed throughout the work. The chronological analysis, based on the legislative evolution, shows that in Portugal social housing policies were essentially casuistic and circumstantial, without a medium-term or long-term strategy for the promotion of social housing supported by the State.
