Abstract

This text offers some thoughts about responsibility as a concept that on the one hand addresses the way in which the administrative system functions - in terms of rendering account, professional performance, etc. - and on the other affects the generation of trust in the administrative authorities and the government on the part of the man in the street. The issue of responsibility is analysed on three levels: an initial organisational one, which looks at the virtualities and limitations of accountability; a second, which revolves around the institutional aspect, interpreted as political and administrative responsibility seen in the light of citizens’ rights; and a third, which covers the contractual aspect of political responsibility, which is addressed as a category that underlies democracy and governance at a time when we are in a risk society.
