Abstract

GUGLIANO, Alfredo Alejandro. Participation and local government: comparing decentralization in Montevideu and the participative budget in Porto Alegre. Sociologia, Problemas e Práticas [online]. 2004, n.46, pp.51-69. ISSN 0873-6529.

This article proposes to discuss the different models on which mechanisms for citizens’ participation in public municipal management are being structured. To discuss the topic, I analyze the experience of a participative budget in Porto Alegre and that of participative decentralization in Montevideu. These are considered as two of the principal proposals for innovation in democratic Mercosul governments at a local level.
