Abstract

BOMENY, Helena. Saving the children through school: special education programmes. Sociologia, Problemas e Práticas [online]. 2007, n.55, pp.41-67. ISSN 0873-6529.

The text deals with the recuperation of the Special Education Programme implemented in Rio de Janeiro during the two mandates of Governor Leonel Brizola (1983-1987; 1991-1994). The Special Education Programme became known, principally, on account of the construction of over 500 schools - CIEPs (Integrated Centres for Public Education) -where the children were to receive a full-time education and comprehensive care. The monumental units provided for educational, medical and dental services and specialised assistance. Another name for a CIEP was “Brizolão”, i. e. Big Brizola, a direct reference to governor Brizola. The text follows the programme through the course of its existence, from its origins, and indicates reasons why it was discontinued in the State of Rio de Janeiro.

Keywords : education; citizenship; full-time school; educational policy.
