Abstract

The aim of this article is to propose a debate about the overcome of the Portuguese National Health Service limitations, supported by a discussion about the State characteristics, processes and dynamics. In addition, is demanded a clarification of the existence and functioning of the social State model in Portuguese reality. Linking dimensions commonly presented in the planning sphere, such as governance, empowerment or partnership, this article pretends to discuss the self-help groups sustainability, while part of public health care production.
