The 1988 Brazilian Constitution has established that health is a citizen’s right and a state duty. Since the early 1990’s several official programs in Brazil have been trying to respond to that constitutional demand, by adjusting the rules of the Unified Health System (UHS), which main goal is to provide health attendance for all. The most recent program, called More Health - Every Man’s Right 2008-2011, was announced in December of 2007. Its proposal is to develop the UHS’s formal management processes aiming to articulate the economical and social dimensions of Medical Care around seven different axes. Since 1996, the Brazilian National Health System (UHS) has been working based on an operational and interactive management agreement perspective. The network concept was used by the More Health - Every Man’s Right 2008-2011 Program as a point of convergence around the Medical Care Industrial Complex, which congregated medicine production and also research groups about technological development on Health Care. The main objective of this paper is to investigate whether this official Brazilian program brings obstacles for the UHS network concept, especially as a knowledge management system. The secondary objective is to verify whether the health network has gained operational effectiveness and universality by joining the Medical Care Industrial Complex. The outcomes of this research have confirmed that there are obstacles to the development of the UHS network concept when joining the Medical Care Industrial Complex, without benefits for the system operation effectiveness. The analysis of this process leads us to understand that the public/private partnership for the Brazilian health system may be considered an imperfect market. As a conclusion, the article suggests that the technological innovation improvement of the UHS improvement depends on other management model, which does not fit the More Health - Every Man’s Right 2008-2011 Program proposals.
