Abstract

In light of the current economic situation in Portugal, it is likely that “social dialogue” will be sacrificed so as to meet the demands of competitiveness which the State will make its priority. Equally, the objectives for monetary and financial stability will predominate over those for growth and the reduction of unemployment. And this is a result of the constraints imposed on political power by the leading economic interests in Portugal which, in turn, reflect those of the predominant international regulation agencies. Nevertheless, a growing valorization of national human resources is possible within the international context. But this means that the State would also need an increasing capacity to contribute, directly and indirectly, to this valorization by following an appropriate reform strategy.
