Transparency in public administration is discussed in Mozambique. Different laws have been approved aiming to regulate and leverage transparent procedures in public institutions. This study aims to analyze the level of transparency of the ministries of Mozambique, in their electronic portals, from the perspective of the country's legislation. We propose to (i) identify indicators of transparency in light of Mozambican legislation; (ii) propose a model of analysis; and, (iii) apply the model for assessing the level of transparency in the ministries. The study is described as descriptive and adopts an intervention instrument: the Multicriteria Decision Aid Methodology (MCDA). It was concluded that, in general, Mozambican ministries have low levels of transparency in their electronic portals. In addition, the results suggest that transparency is not a priority among the ministries of Mozambique, since they do not even comply with the legal requirements established in the country.
