Abstract

Timor-Leste, as an independent nation, was born within a framework marked by the reinforcement of the interaction between the local and the global and has several peculiar characteristics: it experienced a period of transitional administration by the United Nations, it needed to build from scratch a state and an educational system and experienced a period of strong external dependence. This article aims to observe the evolution of the country’s educational system and the challenges currently facing the sector. In this approach, higher education is not considered. The explicit considerations are supported by (i) the RDTL Constitution; government programs; strategic plans; the Basic Education Law and regulations; and national and development partner reports; (ii) statistical data from the Ministry of Education, the Directorate-General for Statistics of the Government and the Census of 2004, 2010 and 2015; and (iii) the perceptions of six policy makers.
