In this article a benchmarking proposal for the pull of innovation and technology transfer activities to be promoted by Universities, is presented. These activities impact on regional development, especially in what concerns the reinforcement of Regional Innovation Systems. This is an innovative approach, since a methodology for knowledge transference in innovation networks, is proposed. The benchmarking proposal is originated from an international research project: the OBSEREGIO, which was developed by Portuguese and Spanish universities, for evaluating the impact of universities on competitiveness and territorial identity of regions.
