This article aims to analyze the Brazilian Health System (SUS) as an institutional framework for a network management in public policy, presenting its main mechanisms and instruments, as well as its present advances and impasses. We conclude that the main challenges are to strengthen the sub national actors and to reduce the vertical nature of power relations.
